The real reason appears to be an attempt to seize control of the Presidency
and make the President a puppet.

When the real serious problem with TS is declining membership around the
world, all the talk about governance and theory etc will do nothing to the
membership increase which depends not on "leaders" but on worker bees at the
lodge level.
