was intended as a joke and a warning what can happen if we begin to
promote participation in power in multi-national bodies on the basis
of one man one vote. It seems that a joke was taken seriously while a
warning wasn't considered at all.
I would suggest that some research is made in regard to Fair and
Equal Participation and I apologize if some misunderstandings have
