I am against the practical application of such a system and I have reasons for that. Reasons that I cannot explain here. 

Every Section has the right to have a seat in the council. Maybe every Section with 5 thousand members could have the right to have one more seat as a result a section with 10 thousand members would have 3 members in the council. The numbers below are non sense.
