I am against the practical application of such a system and I have reasons for that. Reasons that I cannot explain here.
Every Section has the right to have a seat in the council. Maybe every Section with 5 thousand members could have the right to have one more seat as a result a section with 10 thousand members would have 3 members in the council. The numbers below are non sense.

Greece - 140 members - 1 GC member
India - 13,000 members - 92 GC members
Rest - 17,000 members - 121 GC members
Total GC members - 214
Above system seems even better. As there are 214 members (which is
large enough), Theosophical Society won't be hijacked by whims of few
individuals, as it is happening now.
