Every General Secretary represents certain number of members in his
Section.  Best practice would be this.
If India has 13000 members, General Secretary of India will carry
weight of 13000 points. Similarly General Secretary of Greece will
have weight of 140 points. Every decision should be taken by
calculating points this way. 
One may also think that there could be ten or more representatives
from large Indian section on the General Council. Suppose there are
ten representatives from India, then each representative will have a
weight of 13000/ 10 i.e. 1300 points. 
It won't be proper to concentrate all power of big Indian Section into
one General Secretary. It will perhaps be better idea if ten or more
representatives from the Indian Section represent Indian Section in
the GC.
