I don't agree Richard, inner development has nothing to do with the physical frame. Tobacco, wine and meat effect the physical body and to some extent the astral body where it is said they make them course. Inner development starts from the Higher Mental body and as HPB showed tobacco did not stand in the way of her development.
Yes we have to master all desires but as I said it doesn't have to occur in only one lifetime and I don't believe it has to occur in a linear fashion, that is, purify the physical, purify the emotions and then purify the thoughts. Any one person could be working on one or the other or both at the same time. Purity of thought will lead to inner development regardless of whether or not the physical body is addicted to tobacco, etc. HPB in so many words says this in your statement.
