In Theosophy we are told that there is a division of centers above the diaphragm. heart throat, ajna and Higher head centers and those below, Solar plexus, sacral and base of the spine. Each one of these centers is activated by one of the seven rays. An example would be heart center of Love 2nd and 4th rays ray, throat 3rd ray and highest head centers 1st ray. Solar plexus 6th ray, sacral 7 th ray and base of the spine 1st ray * .What is not commonly know in mainstream Theosophy is that all of the rays to some degree can work through any of the centers. This may sound like a contradiction but it is the result of the rays or universal forces working through the disciple differently and at different times in there development. An example of this is the base of the spine that is activated by the 4th ray Buddhi seated in the heart in advanced disciples. The heart center filled with love sends an impulse to the base of the spine center and stimulates its 4th dimensional
activation. This is technically what HPB is implying by her statement. Only Buddhi or universal Love has the ability to safely lift the Kundalini up and transform the whole man.
This higher activation of Kundalini is not brought about by simple breathing exercises or is the result of an individuals desire or personal will. It is the result of the soul that having guided the evolving disciple through many stages of preliminary development now activates through unselfish Love the great serpent power Kundalini at the base of the spine.. This over simplified yet rather technical explanation will suffice to answer your question about HPB's statement that "Kundalini being Buddhi activated"
Love being the main quality of our solar logos can and will work because of its synthetic and universal quality through all the centers of the developing students in different ways and at different times.
.I think the key concept to keep in mind here is that the disciple does not participate in simple breathing exercises to awaken the purer and higher aspect of the Kundalini. The disciple through a pure heart a steady will and intelligent understanding of the science of Raja Yoga enters through his own expanding breathing.(Pranayama) which is a direct result of correct concentration, visualization and deep meditation into the "Breath of God". We must not confuse this expanding breath from within with the simple breathing of the student from without. To enter into the Breath of God within one must understand its Will, its Purpose and its group life. All of these sublime qualities are awakened within and cannot be adequately put into intellectual or clearly defined mental terms. Is it possible to awaken the lower aspects of Kundalini simply through breathing exercises divorced from Compassion and mental understanding? perhaps, I will leave you with a quote that in my
opinion summarizes this what i have perhaps inadequately tried to herein convey. "Kundalini is the awesome power that brings full liberation to Yogi's but bondage to fools".
As disciples we must all take care to not develop an unhealthy curiosity around those inner subjective processes that may not be in keeping with where we are on the Path.
These questions that you ask will by their very nature answer themselves intuitively as the disciple advances upon the path of spiritual evolution.

Through the Theosophical literature we know that Buddhi may be
awakened through meditation, a pure life, a deep study, etc. All that
is quite obvious, since Buddhi is Wisdom, ultimately. But if now HPB
correlates it with kundalini, and we know that kundalini may be
awakened through breathing exercises.
Does it mean that de manipulation of breathing awakens the Wisdom in
us???? It doesn't seem to make any sense. And it is also a dangerous
concept because some irresponsible people may tell you he/she is
awakening Buddhi through those exercises. Am I making clear the point?
What is a possible explanation to that statement by HPB?

This truth can be seen in some schools of Buddhism as the unfolding
of Atma or Will through Buddhi, Higher mind and Love. If spiritual
love is dominate in the life of the advancing student Kundalini in
its active and most powerful form will spring into activity and rise
along the etheric spine central channel bringing liberation through
the higher head centers and Crown or thousand petal lotus. If there
is not sufficient love developed within the students life the
infamous kundalini is deflected downward and brings disaster and ruin
to the unfortunate student. Only Love-Buddhi and a purification of
the body, emotions and mind can insulate the student from the
negative side of this this awesome power. The path of discipleship is
strewn with many skulls of those attempting to speed up or thwart
this natural evolution or law. It is therefore
