Help is being withheld and/or refused and volunteers turned back.
For example, a flotilla of rescue boats:
a group of deputies from Virginia who had been invited by the
Jefferson Parish Police:
Bush took a very casual and dismissive tone in reference to aid
offers pouring in from around the world:
as for example a Search and Rescue team from Vancouver, B.C., Canada
turned back at the border.
Unravelling all the mistakes in this situation will take years.
